01 — System architecture
FOCP/BABS describes standardized shelters built around a reinforced-concrete protective shell, blast doors/covers, an emergency exit and a ventilation system. The ventilation chain includes air intake, explosion-protection valve and prefilter, ventilation unit, gas filter, and overpressure/explosion-protection valve; larger shelters can include airlocks.
02 — Readiness and coverage
FOCP/BABS reports about nine million shelter places across roughly 370,000 private and public shelters, with national coverage above 100% but local differences. Shelters must be capable of being made operational and ready for use within five days when authorities order preparation.
03 — Technical-directive library
The federal document library separates topics into technical instructions and product/component specifications. It includes TWK construction/design guidance, TWP/TWS shelter instructions, shock-resistance guidance, ventilation material, approval/quality-management documents and TPH specifications for specific equipment categories.
04 — Maintenance and lifecycle
Official guidance places strong emphasis on maintaining the existing infrastructure. Owners have maintenance duties, periodic checks are required, and work on technical equipment is reserved for specialists. This turns lifecycle readiness into a technical and commercial issue, not only a construction issue.

The Swiss model illustrates why product approval, documentation, installation, maintenance and regulation must be read as one system. For technical sales and product coordination, the key question is not merely whether a component exists, but whether its documentation, interfaces, approval status and lifecycle support fit the required system.
