This study compares decision sequencing — not architectural style and not national “superiority”. It looks at how a normal building project is phased, where shelter requirements enter, and which interfaces become important before detailed engineering.

General project model
Finnish built-environment terminology uses a progression from need assessment through project, proposal, general and implementation design, then construction, commissioning and warranty.
SIA 112:2014 uses strategic planning, preliminary studies, project design, tendering, realization and operation, with defined sub-phases.
Authority interface
Finland’s Building Act places the construction permit with the municipality; the building designer and special designers are responsible for compliant plans and required source information.
Swiss construction law is strongly cantonal/municipal in implementation, while SIA provides a professional phase model and federal law sets cross-cutting requirements.
Shelter overlay
The Rescue Act and shelter decrees define when a shelter is required and regulate size, siting, loads and technical subjects. These requirements therefore intersect the wider building design process.
FOCP/BABS supplies federal technical foundations. TWP 1984 — still hosted in the official BABS technical library — sets out an explicit shelter-planning sequence from capacity and location through ventilation, utilities, structural design and approval.
Lifecycle emphasis
Finnish project phases extend through commissioning and warranty; shelter law separately adds readiness and maintenance obligations.
SIA explicitly carries the project model into operation, monitoring, inspection and maintenance; BABS similarly emphasizes preservation and periodic control of shelter infrastructure.
